It's called Riva. It came out in November? Maybe December. I follow a few polish blogs, and one very popular one offers Sephora by OPI in Havana Dreams or Rescue Beauty Lounge (I totally recommend) in Bikini Bottom as cheaper options that are very similar.
Another even more popular blogger said she was horribly disappointed in the quality of the polish. And she's pretty hardcore about cosmetics! Haha.

Edit - An even easier to access color that looks almost JUST like it is at Walmart. It's by Hard Candy and is called Sky. Here's a comparison:
