Can i use a normal base coat under soak off gel nail polish? Or not?

That defeats the purpose of using the gel polish. If you ise the gel base coat it will last up to two weeks, with a normal base coat it will be more like a week.

Which base coat nail polishes have a matte finish?

I read in a magazine that nail polish sticks better to base coats that have more of a matte finish to them. Are there any out there that aren't the really expensive kind? (meaning something I could pick up at my local Target, Walmart, etc.) I'm running errands tomorrow and would like to save gas by not having to check every store around town.
