I love weird things like Tim burton movies, black veil brides, wicked (broadway). I'm buying nail pens and I'm a beginner so what should I paint on my nails and are there any video tutorials for them?

Paint a solid dark color, then, with french manicure white and a toothpick (don't use the brush), draw a knife or scissors or spider web or write across "EGAD!" or "GROSS"

I see people who have cute decals for there fingernails & they dont look store bought..I wanted to know what kind of paper is used? Also how to make them small enough to fit on fingers & whts put on so ink wont bleed when they get wet?

Those may not be decals--they may be painted-on designs. You'd need nail polish in the colors you want in your design and you need artist's brushes. You may need specialty pens, rhinestones, other decor, and glitter. You'll also need an appropriate top coat.
